Information for Colombian-born Citizens Adopted by Norwegian Families

Welcome to the Consulate General of Colombia in Oslo. This page provides essential information for Colombian-born citizens who were adopted by Norwegian families and now reside in Norway. It’s Safe for Norwegian Adoptees to Visit Colombia?

Cities like Bogotá, Medellín, and Cartagena have seen major improvements in safety and infrastructure. These areas are popular with tourists and are generally safe when basic precautions are followed.

 

Warm and Welcoming Culture

Colombians are known for their hospitality and pride in their culture. Adoptees often find that locals are supportive and curious about their stories, especially when they return to explore their roots.

 

Support Networks Exist

There are organizations and adoption agencies in Colombia (ICBF) that assist adoptees in reconnecting with their heritage or biological families. These groups can offer guidance, translation, and emotional support.

 

No Visa Required for Norwegians

Norwegian citizens can enter Colombia visa-free for up to 90 days, making travel logistics easier.

 

Colombian Citizenship Information

Colombian-born citizens adopted by Norwegian families do not lose their Colombian citizenship. If you wish to reconnect with Colombia, you only need to apply for a Colombian ID card (cédula de ciudadanía). Please note that you cannot obtain a Colombian passport without first having a Colombian ID card.

 

Obtaining an Original Copy of the Colombian Birth Certificate

To obtain an original copy of your Colombian birth certificate, we suggest the following steps:

  1. Check the top of the document to identify the notary number and the city where it was issued.
  2. Find an attorney in the city where you were born. You can search for attorneys on Google.
  3. Request the attorney to visit the notary and pay for a certified copy of the birth certificate. Each copy costs around 30 NOK.  Please be cautious and avoid being scammed if someone asks for a large sum of money for this service.
  4. Ensure the attorney sends the document to you so we can proceed with your application for a Colombian ID card.

 

REQUIREMENTS FOR SIGNATURE / POWER OF ATTORNEY

1. Make an appointment by emailing coslo@cancilleria.gov.co

2. You need to come to the Consulate the day of the appointment

3. Bring the power of attorney printed in Spanish

4. Bring your colombian id card (cédula) or your valid norwegian passport.

5. Pay 216 NOK for each signature using a credit or debit card

 

First-Time Colombian ID Card Requirements (Cédula)

  1. Schedule an appointment by emailing coslo@cancilleria.gov.co.
  2. Visit the Consulate in person on the day of your appointment.
  3. Bring your original Colombian birth certificate, with official stamps and signatures from the notary who holds the original document (no "certificado" or "segunda copia para el usuario").
  4. Know your blood type.

 

Passport Requirements

  1. Schedule an appointment by emailing coslo@cancilleria.gov.co.
  2. Visit the Consulate in person.
  3. Bring your Colombian citizenship card (cédula).
  4. Previous passport (if you have one).
  5. Pay 720 NOK at the Consulate with a credit or debit card.

 

Passport Requirements for Minors

  1. The minor must visit the Consulate with one of the parents.
  2. Schedule an appointment by emailing coslo@cancilleria.gov.co.
  3. Bring the Colombian Civil Birth Registry (Registro Civil de Nacimiento), an authentic copy of the original (certificates or second copies are not accepted).
  4. Copy of the parent’s Norwegian passport.
  5. Previous passport of the child.
  6. Pay 720 NOK at the Consulate with a credit or debit card.

 

Colombian Birth Certificate

  1. The child must visit the Consulate with the father or mother who has a Colombian ID card (cédula).
  2. Schedule an appointment by emailing coslo@cancilleria.gov.co.
  3. Bring the original Norwegian birth certificate (this document is not returned).
  4. Obtain an Apostille from the Skattetaten (original sticker over the birth certificate).
  5. Provide a Spanish translation of the Norwegian birth certificate.
  6. Bring the cédula (Colombian ID card) of the Colombian parent.
  7. Photocopy of the Norwegian parent's passport.
  8. Provide the blood type of the child (ask your doctor).

 

Búsqueda de Orígenes Program

The Búsqueda de Orígenes program by the Instituto Colombiano de Bienestar Familiar (ICBF) is designed to help adoptees find their biological families and access their adoption history. Here are some key points about the program:

  • Purpose: The program aims to provide adoptees and their adoptive families access to the adoptee's history and facilitate the search for biological families. This includes psychosocial support for all parties involved.
  • Services Offered:
    • Access to Adoption History: Adoptees or their legal representatives can request a copy of the adoption history once the adoptee reaches adulthood.
    • Active Search for Biological Family: This service is available to adult adoptees, though exceptions can be made for minors with a professional health recommendation.
  • Confidentiality: The process is confidential and free of charge.
